I wouldn't use it to apply toner, but use it like partial facial mask with the product I like. It's not close to cotton pads I have.

05.24.18 Felted cotton pad?
This one's actually make out of pulp and rayon which made it studier than most cotton pads I've tried so far. The strands will bunch up if you swipe and rub too much, but it won't leave bits and pieces on the face. Only downside is that they're really small. They're like half the size of normal cotton pads. :/ (Had to use four pads to fully wipe down my face and neck)
